IVCCIwas conceived on July 14, 1989, the day on which an economic co-operation agreement was
signed between the Indian Merchants' Chamber (IMC) Mumbai, represented by Mr. Ramu
Pandit,alongwith Mr.Ranjan Bhatnagar, former Chief Executive of MEEL(A Mafatlal Group Company), and
Viet Nam Chamber of Commerce and Industry (IVCCI) Hanoi,represented by Mr. Doan Ngoc Bong, then
Secretary-General of Viet Nam Chamber of Commerce and Industry (IVCCI).It was born on August 3, 1990
a year later, with an objective of promotion of socio - economic and cultural relations between
India and Viet Nam. We have come a long way since then. The formal inaugural function was held on
this day in Mumbai with H.E. Mr. Vu Xuan Ang, Ambassador of Socialist Republic of Viet Nam to
India.
The Indian Merchants' Chamber has signed over 60 such agreements with chambers of commerce in various countries of the world. A bilateral Chamber, nonetheless, was set up only in case of Viet Nam.
The Chamber has contributed its mite, although in a small way, to the promotion of Indo-VietNamese trade and economic relations. The India-Viet Nam Joint Business Council was established in 1992 and the Consulate General of Viet Nam in Mumbai came into being in 1993 - an outcome of recommendations of IVCCI's business delegations, which visited Viet Nam as early as in 1991 and 1992.
Senior officials of VCCI have visited India for training at IMC / IVCCI in Mumbai under ITEC programme of the Government of India. A possibility is also being explored by IVCCI to send 2 -3 faculty members (experts in marketing / finance / banking) to Viet Nam for training of officials from the Ministry of Trade in Viet Nam.
It was vision of Mr. Atul Bhagwati, Chairman, ATE Enterprises Pvt. Ltd., in laying the foundation of Indo-VietNamese Chamber of Commerce & Industry (IVCCI) on which a superstructure has been built over the last decade and a half. When business relations between India and Viet Nam were quite insignificant, Mr. Bhagwati could foresee enormous potential. To tap this potential, a formal organization, called IVCCI, was conceived as early as in mid-eighties.
Mr. Ranjan Bhatnagar, who first went to Viet Nam in 1985, pursued the idea of setting up a bilateral Chamber relentlessly. Over a three-year period several meetings were held with Ministry of Trade/Ministry of Foreign Affairs/Viet Nam Chamber of Commerce and Industry and other Government agencies where the idea of starting a bilateral Chamber based in India was mooted. Finally, the approval was accorded by Ministry of Trade to establish a Bilateral Chamber in India. This was Viet Nam's first Bilateral Chamber anywhere in the world. It still remains Viet Nam's only bilateral Chamber.
